DGFT notifies 37 registering authorities in Appendix 2T. Find your product, then apply for the RCMC on DGFT's e-RCMC portal. Websites are the ones DGFT lists; some may have moved, so use the e-RCMC portal if a link does not open.

Common questions
How many authorities can issue an RCMC?
DGFT's Appendix 2T lists 37 registering authorities in the edition we read: export promotion councils, commodity boards and export development authorities.
What if my product is not on the list?
DGFT says RCMC for products not covered by any council or board is obtained from FIEO, the Federation of Indian Export Organisations.
