BIS registration for imports (CRS and quality control orders)

What it is
The Bureau of Indian Standards runs product certification. For some products the Government of India makes certification compulsory through Quality Control Orders. For those products, BIS says a BIS licence or compulsory registration is required to import.
BIS grants a licence to the manufacturer, not to the importer. For products under compulsory certification, a manufacturer located abroad applies under the Foreign Manufacturers Certification Scheme, and electronics and IT goods are registered under the Compulsory Registration Scheme. Importers and traders must make sure the products they buy are made by a manufacturer holding a valid BIS licence.
Who needs it
Importers of products notified under a Quality Control Order, and the foreign manufacturers who supply them. Electronics and IT goods fall under BIS Scheme II, the Compulsory Registration Scheme. Check BIS's list of products under compulsory certification before you place an order.

Fees and rules change and can differ between offices. Confirm the fee on the official portal before you pay. Amounts marked To confirm could not be checked on an official page.
Documents to keep ready
- Name of the foreign manufacturer and its BIS licence or registration number
- Indian Standard that applies to the product
- For FMCS: the foreign manufacturer nominates an Authorised Indian Representative (AIR) in India
- Test reports from BIS recognised laboratories (for registration)
- Product labels showing the BIS mark or registration number
Steps to apply
- Find your HS code and check whether the product is under a Quality Control Order on the BIS site. BIS compulsory certification
- Ask your overseas supplier for its BIS licence or registration. If it has none, it must apply.
- For electronics and IT goods, the manufacturer applies under the Compulsory Registration Scheme. For other products, it applies under FMCS. BIS Scheme II Fee: See BIS
- Place the order only once the licence or registration is valid.
- At import, keep the BIS details ready for customs and for the market surveillance checks BIS does.

Why this matters at the port
Products that are covered by a Quality Control Order must conform to the Indian Standard. DGFT's import policy also lists many items with conditions. Check the policy for your HS code on the DGFT licence page.
