What it is

Legal Metrology rules make sure that what is sold is correctly weighed, measured and labelled. Two registrations matter to importers.

Importers of weights and measures and weighing and measuring instruments apply under section 19 of the Legal Metrology Act, 2009. Manufacturers, packers and importers of packaged commodities register under Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011. Both applications are made on the Department of Consumer Affairs' Legal Metrology portal.

Who needs it

Importers of pre-packed goods sold to consumers and importers of weighing or measuring instruments. The label of a packaged commodity must carry the declarations the Packaged Commodities Rules require.

Steps to apply

  1. Open the Legal Metrology portal and choose the application that matches your imports. lm.doca.gov.in
  2. For pre-packed goods choose Packaged Commodities Registration (New). For instruments choose Importers of Weights and Measures (New).
  3. Fill in the form, upload the documents and pay the fee the portal shows. Fee: To confirm
  4. Download the certificate and print the importer details on your product labels as the rules require.

Label rules

Imported packaged goods need declarations on the label, such as the name and address of the importer, the country of origin, the net quantity, the month and year of import and the maximum retail price. Read the Packaged Commodities Rules on the Department of Consumer Affairs website before you print labels.
