What it is and who needs it
Fire safety clearance based on occupancy, area, height and fuel use. Eating houses using LPG, larger premises and taller buildings. Delhi: restaurants over 50 seats or 90 sq m.
In Haryana it is issued by the Haryana Fire and Emergency Services (Directorate under the Urban Local Bodies Department).
The Haryana Fire Service Act, 2009 was repealed by the Haryana Fire and Emergency Services Act, 2022. A fire NOC is needed for high-rise buildings and special buildings: business or mercantile buildings over 500 sq m on any floor, all assembly buildings, buildings with over 300 sq m of assembly use on a floor, educational and institutional buildings of 9 m or more, and buildings with 2 or more basements or a basement over 500 sq m. A small ground-floor shop or office under 500 sq m usually does not need one. A restaurant that counts as an assembly occupancy may.
