What is the Delhi No PUC No Fuel rule?
India TV reported on 20 October 2026 that Chief Minister Rekha Gupta shared the details of Delhi's Winter Action Plan. IANS reported the same day that the plan runs from 1 November to 28 February.
Under the rule, a vehicle without a valid Pollution Under Control certificate (PUCC) will not be sold fuel at petrol pumps in Delhi.
Which fuels does the PUC rule cover?
India TV says petrol, diesel and CNG are covered, and that the rule applies to vehicles older than BS-VI too. IANS says vehicles without a valid PUC would be denied fuel but gives no start date for this rule, so check when it is enforced at your pump.
Neither report says what the penalty is, or whether any vehicle is exempt. We will add this when the official order is published.
Which vehicles cannot enter Delhi now?
Both reports say vehicles registered outside Delhi that do not meet BS-VI emission standards will not be allowed into the capital. India TV says this applies from 1 November to 31 January. That means older BS-III and BS-IV vehicles from other states are affected.
IANS gives the same dates for the entry ban. Check the date on the official notice before you plan a trip.
