What it is and who needs it

Fire safety clearance based on occupancy, area, height and fuel use. Eating houses using LPG, larger premises and taller buildings. Delhi: restaurants over 50 seats or 90 sq m.

In Madhya Pradesh it is issued by the Municipal fire services under the Urban Development and Housing Department (moving to the new Madhya Pradesh Fire and Emergency Services directorate).

A small ground-floor shop or cafe under 500 sq m and under 15 m height usually does not need a fire NOC. It is needed for buildings over 15 m, hotels, larger restaurants and commercial complexes, and places that draw crowds. MP passed a new Fire and Emergency Services law in July 2026 (NOC mandatory for buildings over 15 m, commercial complexes, coaching centres, hospitals; fine up to ₹5 lakh for running without NOC). Its rules and fees are not yet published. Fee is fixed after inspection; no published schedule found.
