Policy check
Heading 9018 is not named in DGFT's 2019 restricted or prohibited import lists. Restricted lines in chapter 90 are passive night vision goggles and telescopic sights for weapons.

Trade agreement and certificate of origin
India-EU Free Trade Agreement (concluded, not yet in force). Concluded on 27 January 2026. It enters into force after both sides complete their legal procedures.
Until the agreement is in force, exports to Germany use the non-preferential certificate of origin (₹200). Garment and leather exporters should check with their councils (AEPC, CLE) on what German buyers ask for.
