India-Singapore Comprehensive Economic Cooperation Agreement (CECA). Signed 29 June 2005, in force from 1 August 2005. Singapore is also covered by the India-ASEAN agreement on goods.

Goods that meet CECA rules can carry a preferential certificate of origin (₹600). The India-ASEAN agreement is a separate route with its own rules of origin. Other shipments use the non-preferential certificate (₹200).

What matters on the Indian side

  • If your Singapore buyer sends the goods on to a third country, state this in the contract, because the certificate of origin and the agreement you can use depend on where the goods are finally delivered.
  • Mineral fuels, machinery and ships are among the larger export lines in the data, and electronics and machinery lead imports. For electronics imports from Singapore, BIS and WPC rules apply on the Indian side.
  • Service exporters take their RCMC from the Services Export Promotion Council.
